Removing a tree in New Westminster: your questions
Do I need a permit to cut down a tree in New Westminster?
If it's a protected tree, yes. That's any tree 20 cm or more across measured 1.3 m up (or whose two largest trunks add up to 20 cm), any tree on City land, hedges 5 m or taller, trees with bird nests, and replacement trees or trees kept on a protection plan. Trees over 60 cm are specimen trees with higher fees.

Can I prune my tree without a permit?
Yes, if it follows the ANSI A300 standard. It stops counting as pruning if you remove more than 25% of the crown in a season, top the tree, raise the crown so less than half of it has live branches, or cut structural roots near the trunk. Boulevard and City trees need the City's approval.

How much does a New Westminster tree permit cost?
For a resident applicant in 2026: a $106 application fee ($0 if it's only a hazardous tree), then $81 per tree, or $0 per hazardous tree, up to $1,584. Non-residents pay $132 to apply and $106 per tree for the first five. Each replacement tree needs a $686 security for residents.

What reasons will the City accept for removing a healthy tree?
Three: an arborist has identified it as hazardous in writing; it's in the footprint of something the zoning allows and the plan can't change to keep it; or its roots are damaging sewers, drains, water lines or power lines, confirmed by an engineer and an arborist. Dead and declining trees have their own simpler stream.

What happens if a tree is cut without a permit?
On conviction, a fine of $1,000 to $10,000, with each tree a separate offence. You must also plant 5 replacement trees for every tree cut, or pay cash-in-lieu if they won't fit.
